(1) The commission may determine the general principle to be followed when appointing or promoting to the post of military service, armed police service or police service or other government service or when appointing, promoting and taking departmental action against employees in the service of any public organization.
(2) In the case of public institutions, the Commission may determine the general principle in accordance with sub-section (1) to be applied equally or separately.
(3) According to subsection (1) or (2), the principles determined by the Commission shall be published.
